SINGAPORE WEIGHTLIFTING FEDERATION
SELECTION POLICY FOR YOG 2010
1. Objective
1.1 To be recognized as part of development strategy of establishing a pipeline of athletes for progression towards high performance excellence and as such, nurture, support and prepare athletes who are selected to the YOG Competing Team in achieving their personal best and SWF targets.
1.2 To be transparent and accountable to all stakeholders on communication of timelines and selection process.
1.3 To select the best athletes of 1 boy and 1 girl for nomination to the Singapore National Olympic Council (SNOC) for participation in the YOG2010. The final selection for YOG2010 remains at the discretion of SNOC.
2. Eligibility Criteria
2.2 To be eligible for selection to the YOG Competing Team, an athlete
(a) Must be a Singapore citizen and/ or Singapore Permanent Resident and eligible to represent Singapore in international sports competitions.
(b) Must be born between 1 Jan 93 and 31 Dec 94, as at May 2010.
(c) Must be a valid member of the Singapore Weightlifting Federation.
(d) May or may not have been nominated for other international competitions by the Singapore Weightlifting Federation.
(e) Must possess knowledge of, and display the ability to execute the 2 required Olympic Lifts, i.e. the Snatch and the Clean & Jerk.
(f) Must show interest in representing Singapore in YOG2010.
(g) Must have read and agreed to the terms & conditions as spelt out in SWF’s Athlete’s Agreement.
3. Selection for national representation at the YOG is a 2-stage process.
- Stage A involves selection into YOG competing team (Maximum of 5 boys and 5 girls)
- Stage B involves selection for the final athletes (1 boy and 1 girl) for nomination to SNOC to represent Singapore at YOG
A. Stage A – Selection Criteria for YOG Competing Team
A.1 The selection period for all eligible athletes is from 1st May 2009 to 30th April 2010.
A.2 This Team represents the squad of prospective athletes shortlisted for consideration for
final nomination to the SNOC and will consist of a maximum of 5 boys and 5 girls.
A.3. In addition to the Eligibility Criteria as defined in Para 2.2, the Selection Committee will take into consideration an athlete’s performance during the Open Trial Sessions conducted at the SWF Training Centre in the months of September 2009, November 2009, January 2010 and March 2010 (dates to be confirmed and posted on SWF website). The performance benchmarks (i.e. Total Lifts = Snatch + Clean & Jerk) for the respective categories are defined as follows:

*The above listed benchmarks represent 50% of the Total achieved by the 3rd placed athlete in the 1st Youth Weighlifting World Championship (May 09)
1No corresponding category, thus, the 94kg Boys and 69kg Girls are used for benchmarking.
A.3 As a member of the YOG Competing Team, the athlete may be selected to compete in the following competitions as part of his/her training and competition development:
(a) Regional Weightlifting Championships – ad-hoc invitations between May 2009 and Apr 2010
(b) Youth World Weightlifting Championship – Chiang Mai, 19th to 25th May 2009
(c) 3rd EGAT Princess’ Cup: Youth National Weightlifting Championship – Thailand, 17th to 25th Oct 2009
(d) Commonwealth Senior & Junior Weightlifting Championships – Malaysia, 18th to 23rd Oct 2009
(e) World Weightlifting Championship – Korea, 17th to 29th Nov 2009
(f) Asian Youth & Junior Weightlifting Championship – India, 16th to 22nd Dec 2009
A.4 As a member of the YOG Competing Team, all Singapore based athletes will be required to maintain a 80% attendance record of the supervised training, from date of selection, conducted by the Youth Coach.
(a) In the case of absence due to injury or illness, the athlete is to produce a medical certificate from a qualified physician.
(b) The athlete is to refer any request for early release for training, from his/her school to SWF.
(c) Athlete’s unable to attend the supervised training sessions must inform the Youth Coach in advance.
B. Stage B – Selection Criteria for Final Athletes for Nomination to SNOC for YOG
B.1 From the YOG Competing Team, a final nomination of 1 Boy and 1 Girl will be made to SNOC, to represent Singapore in the sport of Weightlifting in YOG2010.
B.2 This nomination will be based on the athlete’s performance during the Singapore Weightlifting Open scheduled for May 2010 (date to be confirmed), in which the athlete will be evaluated on the following criteria:
(a) Best performance bettering or nearest percentage to YOG benchmark.
YOG benchmark is calculated as follows:
Average Total Lift of the 15th placing results of his/her respective weight category in the following 4 competitions:
i. 1st Youth World Weightlifting Championships – May 2009
ii. 2009 Commonwealth Senior & Junior Weightlifting Championships – Oct 2009
iii. 2008 Commonwealth Senior & Junior Weighlifting Championships – Dec 2008
iv. 11th Asian Youth Weightlifting Championships – Dec 2009
v. 10th Asian Youth Weightlifting Championships – Dec 2008
B.3 The final selection of athletes for YOG2010 remains at the discretion of SNOC.
5. Selection Committee
5.1 The Selection Committee will comprise of 3 of the following 4 SWF’s EXCO members:
(a) SWF Vice President – Lim Soo Yong
(b) SWF VP, Technical & Sports Development – Colin Ong (point of contact)
(c) SWF Honorary General Secretary – Mohd Dali
(d) SWF Anti-Doping & Competitions Officer – Damon Ang
5.2 This Committee’s role is to conduct the evaluation and selection of athletes to be included in the YOG Training Team and eventual final nomination to SNOC for the YOG2010.
6. Appeal against non-selection
6.1 The non-selection of the individual can be appealed in writing (as per SWF’s Athlete Agreement Schedule E), with justifications and supporting documents where applicable, to the Singapore Weightlifting Federation’s Selection and Appeal Committees within 5 days of the announced Selection List.
6.2 A non-refundable administration fee of S$150.00 will be levied and is payable by cheque. This payment is to be included with the Appeals submission.
6.3 The Appeal Committee is to adjourn a hearing of the appeal within 5 days of receipt of the appeal application.
6.4 The Selection and Appeal Committees will issue a joint response, in writing, of its final decision with justifications to the Athlete’s appeal within 2 days of the hearing.
6.5 The Appeal hearing and judgment must be completed before the dateline for athlete nominations to SNOC.
7. Appeal Committee
7.1 The Appeal Committee will comprise of the following:
(a) SWF President – Tom Liaw (point of contact)
(b) Speed Institute Aerobics & Fitness Consulting Director – Marcel Daane
(c) SSC Representative: Senior Executive (Sports Performance Manager) – Edwin Ker
(d) Singapore Silat Federation: Chief Executive Director – Sheik Alau’ddin Yacoob Marican PMB.
7.2 This Committee’s role is to review any athlete’s appeal against not being selected for the YOG Nomination to SNOC.
7.3 The Committee reserves the right to over-rule the Selection Committee’s decision.
8. Athlete’s Code Of Conduct
8.1 Athletes once selected are to uphold the values and adhere to guidelines as spelt out in the SWF’s Athlete’s Code of Conduct (refer SWF Athlete’s Agreement Schedule A). Failure to satisfy these criteria may result in the athlete being suspended or being removed from the YOG Training Team entirely.
